Not entirely sure Bill.  I will see if I can find out.  I’m guessing they are “off” shift at that time and won’t be operating.

The link shows times that are confusing... What does the "Off" there mean?

Dec 4: On - 12:00 UTC, Off - 16:50 UTC
Dec 5: On - 11:25 UTC, Off - 17:15 UTC
Dec 6: On - 10:20 UTC, Off - 16:40 UTC
